If he has an infection this might be causing him to being lethargic as he doesn't feel well.
A vet visit definitely is in order when you can get him in. Or if he seems to be getting worse the emergency vets are open 24/7.

I totally agree, I think that there is an underlying infection here somewhere. Thats a lot of eye discharge just for allergies. I hope that he gets better soon. But I would take him to the emergency vet immediatly if he gets worse..
