My Winnie has that issue when we got him. i changed his food from Royal Cannie to Natural balance sweet potatoes and fish, that helped. Also you can add very small amount of olive oil after shampooing to the conditioner water mix and let him sit in the mix for 5 min and rinse it out. this is my personal experience dont know if it will apply to your baby.
