I'm not sure when they are 'supposed' to go up but my Harleys ears are pretty mucho big-o and his were floppy until he was about 6 months old when I had him groomed and they cut the hair off his ears and BAM! They were up for good! lol I actually liked them better floppy though! But my fav was when only his left stood up and the other was all floppy! hehe
