We were out this afternoon and am now just getting back on. I see you have had some good sound advise on wee wee pad training. The pads were our best friend. It did seem to take Calleigh awhile to learn what to do. She was doing other commands just fine too. She would sit and give paw, but just didn't want to use the pads all of the time. I made the mistake of giving her a treat [her kibble food] when she went on them. She still looks at me to give her a treat, and she is almost five.. You must love little Ryder so much already. Just be patient and he will learn what he is supposed to be doing. Good Luck.
