If your pup has free roam and the shoe rack is out in the open, then you have two choices. Move the shoe rack to where your pup can't have access to them anymore, like a closet. That means picking up slippers and anything she might get into up off the floor. Or you can start confining your dog to areas of the house where your pup won't get into anything. Let your pup out when you can watch and correct any unwanted behavior. Your pup is young and can grow out of this behavior. Other things you can do to help is exercise your pup. Walks, games of fetch, tug of war... Give your pup something appropriate to do or tire them out and they'll be less likely to bite shoes, steal socks, or do some other naughty behaviors.
