My experience is just the opposite. The Puppia version of the kind in OP's photo, I never had a problem with. But the Puppia step-in was a major hazard. ZoE could slip out of the step-in repeatedly.

I live on a main road (two lane cos were a lil country...but still...traffic flies by at 50mph) so I need to KNOW she can't slip out of her harness when we're outside.

I now use the Buddy Belt. I had ZoE wear it at our most recent vet visit (about a week & half ago) so he could look at where it pulled and how it fastened. It received our vet's approval and I've had no issues of ZoE being able to escape from it.
