A good breeder should know her lines well enough to ensure the approximate weight of their full grown pups. They can not guarantee an exact weight but should be within a pound or so.

Your breeder is using a bitch that is considered a little too small, and a sire that is a red-leg yorkie. Using a red leg yorkie to bring in more color to tan areas isn't something that is routinely done by good breeders any longer. It's not necessary as most good breeders are using either very established lines or have their own lines. The red-leg yorkies coat's are usually very coarse, break easily, and usually don't grow to full length.

It's recommended by most good breeders to leave yorkie puppies with their moms until 12 weeks of age. Although, maybe not absolutely necessary to wait until then, I'm always suspect of a breeder that insists on puppies leaving early.

If size is of utmost importance to you, as others have suggested, perhaps you could look at young adult dogs.
