It means cotton coated, not silky. While this is fine for pets, a breeder should not be breeding them without a darn good reason. For example, everything else on the dog was perfect!
Cotton coated Yorkies are beautiful, this isn't about looks, they are a grooming nightmare and will mat horribly, if you don't pay special attention every day.
