Most of the toy breeds were smaller when they were first established. I think that stating that anything over 7lbs is not considered purebred might be taking it too far. Too many are aiming at breeding for smaller instead of better. I think it might be better to have the weight range a bit broader. When the weight range is that narrow over time people could start producing too many tiny babies.
