As someone said, either way you look at the situation it is sad -- for the boy's family and the dog's owner. I think the article said the dog was chained and the yard fenced so it appears the dog's owner took precaution. At the same time this 4 yr old has a "history of wandering off". He was outside while the dad was doing chores and he wandered off -- if the father knows his child has a habit of disappearing why the wasn't the kid "leashed to him"? I feel badly for everyone involved...
