I need to get restraints for Ranger in the car anyway, and for dangers much worse than death by cop (as in hitting my brakes just a little bit). It's hard to get a dog as small as a yorkie safety-restrained in a way that he still gets to look outside the window. But it sounds like that is the best way to prevent death by cop in the car by far. If the dog is in a restraint chair, in the car, on the cop's dashcam, that seems about as safe as you can reasonably get. I don't think it would have saved the big dog in the Cookeville, TN traffic stop incident, though (you can youtube that).
