Well he kept dogs outside chained up. For guard and protect? IDK. But if so, then I don't know the law in Texas, but surely he should have had a fence up and locked and posted beware of guard dogs. For surely if he had done that, no 4 yr old child would have been able to wander into the backyard.

I believe that the owner is at fault 100%, followed by parents. And now I go out on a limb. If the boy had a history of roaming away, why was he unsupervised outside? He was only 4 years old.

And in this circumstance it could have been any breed of dog, kept chained up outside in the backyard. Most dogs are capable of killing a 4yr old child, that meaning they have the teeth and the strength much greater than a 4yrold.
