In my experience,yes,it can be normal..just as it can be normal to need to have the baby teeth pulled to stop them from pushing the new teeth into the wrong place when the baby teeth dont fall out on their own.
Two of our last three yorkies (RIP) had to have their baby teeth pulled by the vet,because they just werent falling out and they were compromising the new teeth.It was a quick operation,over in about 10 minutes and we all came home the same day
If you notice that the baby teeth arent falling out on their own and it seems to be crowded in there,take a trip to the vet and see what he wants to do
