That's a great idea! I actually don't worry about others dogs not being vaccinated - if your dog is it's protected, it's their dog that's in danger. Kennels and such require it more so they don't get in trouble if your dog gets sick in their care. However the park I occasionally go to is pretty good at policing itself and making irresponsible owners know they're not welcome there. Poop is always picked up, owners are really good about stepping in to control any problems or remove their dog if it's creating issues - I wish more where kept running like that!
I also would not EVER allow my dogs off leash at a park that wasn't completely fenced in!
