Sometimes starting all over is the only solution, but let them have all their running and exercise outside, then crate inside. Take them out about every couple of hours or sooner if you want, and don't take them back in until they potty, then praise when they do, but put them back in the crate when you come inside. At night when you have settled down to watch TV or read, have them with you but not on the floor. Don't allow them on the floor. It's just bonding time and to be out of the crate inside. Give them a toy and a chewy when with you or in the crate. I'd keep this up for a couple of months, then keep them tethered to you for an additional month. It isn't easy but it will be worth it in the long run. When they are allowed off the tether, let them be gated in the kitchen with pad down, but continue taking them outside every couple of hours. Do this for about two to four weeks, depending on their potty habit. Then give them another room, but gated for an additional two to four weeks. It's called baby steps, and it's long but a must. If you see them starting to potty off the pad while they are gated, just loudly say AAAK, pick them up and take them outside, then pet them while they are on the grass and say "go potty". Some dogs take up to a year to fully house train, so just let it be a way of living till they are trained.
