No, this isn't true, a shelter isn't like prison, they don't learn to become tough. Joey barks a lot and he's never been abused. Yorkies are known for being barkers, you can do a little to motify their behaviror, but it takes lots of consistent training. Do you know how to train a dog not to bark? Most don't bark the first 6 months, but when they do, watch out, you better know how to train them or you can make the barking worse.
