Maybe the 'No Bark' training would work. First teach him to bark (or whine) on command. Reward with a 'Good Boy' and a treat. Then teach him 'Quiet'. Start out with a few seconds of 'Quiet', reward with 'Good Boy' and a treat. Gradually extent the amount of time for him to be quiet, from a few seconds to a few minutes then longer.
