Yes. At least mine is. I don't discourage leg lifting (cause I'm crazy like that). I have the pad (an extra large one) set up in his designated potty area where he can lift his cute little leg to potty, or squat. If he's feeling it, he also does the squat and lift. Double points for the combo.
