I agree. Sometimes rescue remedy to slightly calm the mother will help - or gently restraining her while puppies nurse the first few times. Nursing will cause her body to release hormones and help her bond to her puppies. It's not uncommon for c-section moms to initially reject their babies - but even if you have to generally restrain the mom, most learn to care for them if you can get them nursing at all.
