I'd recommend going to a Petco or similar store and buying a good puppy milk replacement. There's a couple good ones either premixed or powdered you add water to. The formula is the easy part - the method is the hard part and unfortunately that's something very difficult to explain even over the phone
. And newborns may need to be tube fed especially if weak - and that's certainly not something I can explain without showing someone. She needs someone local to her that can show her the proper method to feed these tiny ones!
