I finally was able to download it. It's too big, both physical size and how many pictures you have in it. Because you have the special effect of haze it's 97 kb, and the limit is around 19.
You can have around 4-5 pictures. Here it is with 4 pictures.

If you crop your pictures so that they are square, your avatar will look bigger.
