no offense against government employees, but have you ever tried to plead with a government employee to stay open for an extra minute anywhere? they close, on the dot, at the post office, library, county property collections, dpt, etc etc.

but like megans said, no matter her reasons, there's no going back to redo what has happened. regardless, the shelter is still in violation of state law and should not have sold the dog to another person before the expiration of the state required holding period. for her to get the dog back from impound, she would have needed to pay the license fee and get the dog licensed at that point anyways.
