You will need to go to the Mexican site to determine their entry requirements for a dog.

At the minimum you will probably need a health certificate and current rabies shot proof.

At 10 pounds will you dog fit under the seat in front of you? Look at the airline you will be using and find out their regulations for the carrier dimensions then see if your pet can fit into a carrier that would fit under the seat. I f your pup is unlikely to fit under the seat then he must travel cargo. And either cargo or on board the flight, you will need to purchase him and prebook him a seat.
