You don't have to prove anything. Just call and report anything constituting animal cruelty or neglect as the good citizen you are and the AC has the responsibility of doing the investigation and dispensing a warning or ticket if they find anything wrong. It usually serves to alert the subject of their visit that they are being watched and some clean up their act a bit - at least when others are around and hey, any little bit helps the dog - out of fear of a high-priced ticket. I would mention to AC that she's stated to you she plans on breeding the dog and ask if they could counsel her on that subject as well. They may not agree to do that but I would ask anyway.
