Oh, they do need protecting. Plus, they can be a big distraction to the driver when they are running around in the car or trying to get in your lap or trying to jump into the back seat or fighting each other. And when the distracted driver slams into the tree, all dogs go flying. I just don't think it will pass as police departments are overtaxed with duties and lack of funds as it is. Can you see a policeman pulling a car over for a loose dog in it? I just don't think there are enough police to enforce the law except after the fact - ticket the driver after a wreck where the dog(s) is/are loose in the vehicle.
