Here is the obvious. Speak to your vet, if you have what has your vet said? Has she had examinations to find out if structurally she is sound? Have you done full blood work, and a full thyroid panel? Thyroid disease can interefer with normal heat cycles.

Last and not least consider that there maybe a very good reason that your bitch has not gone into heat............she is not able to or really should be bred!
