Yes, he is. I just found this place and have been reading about it. it is a rescue for small dogs. I had hoped of maybe being a foster but i don't qualify with having a small child and my other animals. You can read all of their stories I was reading about one little yorkie named corky when they recieved him hid previous owner had broken his lower jaw. I thought about that all night. i cannot understand how people could hurt any animal especially one that weighs less than 10 lbs
