Even right after a bath the hair on his head tends to stay in pieces and wavy. His ears get this way too. It looks even worse after about a week and he has some oil to it. His back tends to stay smoother and separated, but I do get to brush it better since he doesn't mind back...thinks brushing head etc is game. The below brush is what I use. It's pin/finisher though I tend to use the finisher side mostly.

If the fur on top of his head is still kind of thin then it's going to look separated because it's not very thick yet. I would try using a small metal comb on his head for now. We all have natural oils on our hands that could be getting on his head from petting him.
