I guess you could try to separating them if you feel the quiet one is really being upset by her sister. It's natural for dogs to cuddle together so they may not like it much at first. If the early riser is crying to get up her sister is going to be woken up anyway. I'd want them on the same potty and eating schedules so I don't think separating them would be that great of an advantage since they would be in cages anyway. It's just one more cage to clean.
