ZoE had never pottied outside until she was 11 months old! Then, it was only because she was outside for hours on Halloween night, while we were handing out candy to trick or treaters. She squated & peed and then looked at me like she'd done something wrong and when I told her good girl, she looked so confused...lol She's still never pooped outside, and she's 16 months old.
