If it was me, I would take some K-Y jelly...or vaseline if that is all you have, and I would sit him in my lap and we would "get real friendly" if you know what I mean. I would put vaseline on his penis and work until I could get him to "drop" then I would try to see if I could get the string to come out with him extended as much as possible...if you pull on that string, and it does NOT come loose, it would seem to me it may very well have encircled his penis....this will be a problem for him, for sure! When the penis is lubricated from the vaseline, that string should slide right off/out...if it doesnt, dont pull, you will cut his penis if it HAS encircled it....but you need to be seen by a vet tonight....perhaps EMT's at the local firestation can help...boy they will LOVE me for suggesting THAT!!!
