But that manager has to treat everyone the same and protect the public at the same time. Even small dogs can reach out and nip or growl with teeth and scare kids or old people or people who fear dogs. I love dogs and have had them all through my life but when I am shopping, I like to be free from dogs sniffing my nether parts or eyeing me suspiciously as I try to move down the aisle they are in as the owners totally ignore their behavior. Then there is the "accident" you walk upon. I've walked out of a store where a dog was allowed to repetitively harass me as the owners just laughed and "tried" to pull it off. And had it bitten me I nor anyone who witnessed the bite would likely shop there ever again, not to mention the likely lawsuit for failure to provide a safe shopping environment and putting my health at risk. People who won't control their dogs have ruined it in many stores for those who do. The hapless manager is put in the difficult position of having to allow them to continue as he tries to ride herd on them to avoid mishaps and worse while trying to also do his job or just keep all dogs out. I can understand his viewpoint. And as a doglover, I can understand your disappointment. But so many dog owners can't/won't control their dogs, they can make shopping around them a nuisance or a danger.
