Not sure what the problem might be. Both my Miah and Brandi are both pure silk coat Yorkies and I can remember wondering the same thing. WHen is their hair /skirt going to grow?
Keep in mind that they do not grow at the same rate as every other Yorkie pup. What does she look like now and what did she look like say two months ago?
For example; First photo Miah Second is Ruby and the Third is Tinker all at 4 months old. As you can see they all have different lenght hair.
