You did the right thing.
Teddy doesn't like other people because both kids and adults would charge at him and try to scoop him up when he was younger. I can't blame him for being scared.
A couple of little gradeschoolers threw water at my boys once and my doggies looked at me with the saddest faces as if they were saying, "Why did they do that?"
