Dew claws can be on the front and back paws. They are either born with them or not... It's like our "thumb". I have all my pups dew claws removed around 3 days old (I just had them done on my Lucy's pups today).... so as not to cause problems in the future.
Some of my yorkies still have their dew claws... they were still on when I purchased them.....until such time as they cause problems... they will keep them... it's surgery when they yorkies are older and have them removed... not just "snip" when they are newborns.
Could be yours just have long nails all over... time for a trim!!
