Default dominance?

I'm having troubles getting my 7 month old Bella fully house trained as well. Good days and bad days (she'll almost always go number 2 outside, but peeing is an ongoing battle.)

Anyway, for what it's worth, I think it all might have something to do with them not fully seeing you as the alpha dog. It might be that they see no reason to stop going in the house if there will still be the constant love for them. Of course, I'm not saying punish them harshly or withdraw love. I am saying that constant gooey love and really passive response to going in the house might just let them feel they can keep doing it. In other words, you as the pack leader has to really define where members of the pack can feel free to go.

As this stage, probably not an easy fix, but I would suggest a crate training boot camp and/or careful evaluation of messages you give your dog (who leads walks?make them sit for food?make clear potty inside is bad?)
