ZoE is pad trained (so was my last yorkie). ZoE potty trained in just a few weeks, and as I got her very young, she was fully trained by the time most people get their puppies.
The key for me has always been to set them up to succeed. Create a very small space (I used a playpen & removed panels) with just enough room for a small bed & pee pad, and as soon as they pee on the pad, praise like crazy and treat. After eating & drinking, hold them...for some reason they don't like to relieve themselves on you...then put them down on a pad and if they go praise & treat, and if they don't pick them up again and pet on them and then repeat the process. Keep doing it until they go on the pad and then praise & treat.
With both my yorkies, they each had the full run of my house and (went)go no where but on the pads. ZoE is a year old and I still praise & treat when I'm home & she goes on her pad. When I've been gone, I walk to her pad and look at the pee pads & tell her good girl and praise & treat again.
You've got to be consistent if you want them to be consistent.
