No idea about the outside part, maybe so they don't get wet? No idea but I have heard stories about driving with them.
Couple of things I remember....some people actually refill while driving...dumb (just don't do it).
At night the light on the ecig resembles a cell phone light. Some states you cannot use a cell while driving.
During the day someone got pulled over because the cop thought the person was using a pipe.
That's about all I can think of
