I would check with good breeders -- they occasionally have 1-3 year old dogs. When I was looking for my second dog, I had a choice between two 2 year olds and Teddy, who was 8 months. Or look in the sections here for people who wish to rehome their adult dogs. Either way, be sure to do your homework.
