Possible but many Yorkies even from wonderfully conforming YTCA standard lines throw an out of standard pup or few.
Remember it was less than 100 years ago when the "Yorkie" was quite often coming in at closer to 20# than under 10...they were already extremely bred down in size to be under 7#.
Thus I personally have serious issues in those breeding them down under the current low standard size range.
