We just flew with United in February on 2 domestic flights and they did require the health cert for us. They were super friendly and even let us be one of the first to board with our pups when we talked to the gate agents. You do not pay for the pet upfront with them because they check the carrier prior to your boarding to make sure it is within size regs and that your pet is good to go. When you check in you can do either the ticketing or the self check and just let the agent at the stand know about your pet. Also, when you check in sometimes you can change your seat. You may want to check online with your record locator info and see if you can adjust your seat on there. I have found I have better luck with getting seats I want that way instead of calling. I know our experience was really good and hopefully yours will be too. I would make sure you have the health cert just so you don't get turned away. I know I would rather pay the $70 now instead of a change of flight fee and the $70. I am one of those people who always say better safe than sorry. Good luck!
