What kind of seat is it? The Pet Gear booster has tethers that are too long for little dogs, so I tied a knot in mine and that made it the perfect length.
Snoozer might be a better option for keeping your pup in the seat. Sometimes they need to be trained to stay in the seat. Try practicing in an empty parking lot and/or having someone ride along with you. One person can drive while the other trains your pup.
