I agree with the others, at that age they are getting their permanent teeth and losing their baby teeth and it can be quite smelly until all baby teeth are gone. Most Yorkies need a few baby teeth pulled and the vet will do this when you neuter your dog. Generally, if a dog's breath is smelly because of a food, it's not such much the ingredient, i.e. fish, it's the fact that there's something in the food that's hard for the particular dog to digest.
