If you are interested in doing such things yourself, there are some truly free graphics packages out there that can be downloaded...like Gimp...that may do what you want. I have bunches of graphics software for multiple operating systems that I like much better and so do not use Photoshop anymore, but I can look to see what does a "colored pencil sketch"...I assume you mean to have the photo look like it was created by an artist using "colored pencils"...if you like.
