hi , i know how you feel.
i was having the same problem with my boy
he would not use the potty pads, preferred carpet.
so i bought the rascal litter box.
i bought the Big Squirt. i got the one without grass.
it uses a grate and you put a potty pad inside under the grate .
it took some time but now my little boy uses it 100 % .
