My Bella did the same thing. I went through the testing for UTI and there was also nothing. The vet said her bladder muscles were not fully developed. She is almost two now and she has stopped with the little puddles finally. I remember last year writing on here the same thing as you. I was trying to get her potty trained for outside and I am sure I took her out 20 times a day. Like you said she would drink and immediately want to go out. She also drank more water when we were in Florida because of the weather and therefor had to go potty more. Now she is pretty good. Would I say she is 100% potty trained....yes if I am paying close attention to her and I see her potty dance....no if I am preoccupied with something else. With her I find she is great all day but from 5 to 8 at night it is play time and I find she goes more often then. I have to sometime get up with her in the night to go potty but I think that is because we may have been out and she ate or drank too much too late in the evening. Good luck with your little one. She is still young and these little Yorkies come with their own set of rules....but they are worth it
