Just because there are a lot of animals in the shelters is not a valid argument. Many people do not like the idea of adopting from a shelter, they don't like all the attitude they get and all the hoops they have to jump through. The bottom line is that people have the right to do what they want with their animals within the law and some families want to have a litter of puppies, it happens everyday. Face it, people will continue to do what they want regardless of the affect it has on others.
Half of those predetermined owners will end up giving up there puppy over to the shelter because it was either to much work or they had to spend to much money when they end up with a puppy with liver shunt or bad LP or they decided to have a baby and say they don't have time for it.
