The signup might start on the first of the month but at least according to the last one, it ended at the the end of the month, so obviously I would not sign up until the middle of April after I served my three months time. So that's why I don't understand what you don't understand.
Just thought of an example, A 5 K race is announced and you must be 18 to register. Sign ups are sent out April 1st and you have until April 31st to enter. I am 17 (LOL only for this story) On April 11th I turn 18, so I enter on April 15th. Do you think my application will be accepted??
Anyway I am sorry guys, I will stop beating a dead horse, because I know when I have lost an argument and don't want to anger you, so I am putting my tail between my legs and crawling out of here to move on to a thread that puts me in a better mood
