Actually, with the economic down turn more and more people are having to get rid of their pets. Adding one more expense on an already financially stressed family could very well mean the pet is going to the pound or get dumped before they have to invest more money in it. It's a sad fact that most people will dump the family pet before they turn off the WiFi. Many pets are found with a mico chip that has outdated info on it and no owner is ever found. There are solutions to some of your issues but I don't think microchipping would be one of them.
