Call the animal shelter and ask them if it's the law there. It sure isn't the law here and I don't know who is responsible for this in your area. I hope the people who came to your house were legitimate! Anytime someone comes to my house asking questions, I ask them for their company's phone # so I can verify if they are who they say.
